To All Depository Institutions and Others Concerned in the Second Federal Reserve District:

In our Circular No. 11202, this Bank notified you that, due to the damage caused by Hurricane Lenny and the resulting delays in the presentment and return of cash items, this Bank was deferring credit for items we identified as drawn on, or cash items returned to, depository institutions having routing numbers with 0215, 0216, 2215, and 2216 prefixes.

The conditions in Puerto Rico following Hurricane Lenny have improved such that this Bank is now able to present and return cash items to the affected institutions. Therefore, effective November 17, 1999, this Bank is no longer deferring credit for items drawn on or returned to depository institutions having routing numbers with 0215 and 2215 prefixes.

Please be advised, however, that this Bank has not been able to resume the presentment or return of cash items to depository institutions located in the Virgin Islands (bearing routing numbers with 0216 or 2216 prefixes). Also, delays continue in the forwarding of advices of nonpayment with respect to Virgin Islands items. As a result, this Bank will continue to defer credit for items drawn on or returned to depository Institutions in the Virgin Islands. This Bank will notify all depository institutions and others concerned when this Bank is able to resume normal processing of these items.
