To All Depository Institutions and Others Concerned in the Second Federal Reserve District: In a Supervisory Letter, the Federal Reserve Board has announced the exclusion from Tier 1 capital of banking organizations' common stock covered by forward equity transactions entered into after November 9, 2001.
