To All Depository Institutions and Others Concerned in the Second Federal Reserve District:

In a Supervisory Letter, the Federal Reserve Board summarizes the key provisions of the new capital requirements, effective April 1, 2002, for equity investments in nonfinancial companies. The Supervisory Letter also attaches the text of the interagency (Federal Reserve, Office of the Comptroller of the Currency, and Federal Deposit Insurance Corporation) preamble and the rules promulgated by the Federal Reserve Board for state member banks and bank holding companies.
