Stored Value Cards as a Method of Electronic Payment for Unbanked Consumers
  Stored value cards, also known as prepaid cards, represent one of the most dynamic segments of the financial services industry. Payroll cards and reloadable general spending cards, in particular, are often marketed to unbanked and underbanked individuals as an alternative means of conducting their financial transactions. This paper describes the stored value card market and the characteristics of payroll and reloadable general spending cards, compares the costs of using these cards relative to other financial services and products, discusses some of the federal regulatory issues concerning these cards, and outlines areas for further research. 30 pp.
